I am experiencing the same red lights from the camera in my unit, I believe the system cycles its functions at various points and the IR lights on the camera are part of that. Furthermore from what I can tell you from my research and speculation, most people with an intoxalock unit will ONLY have a picture taken when a breath sample is provided.

HOWEVER.

The intoxalock device runs on a real-time internet connection from the receiver, that feeds the hand-set (breathalyzer) and the camera including the IR lights AND microphone (hole beneath camera lense). From what I understand is that there are some situations where a case may call for random video monitoring or something the like. I would think that in these situations the one leasing the device for use would know ahead of time of this level of monitoring. Again, this is a small amount of research and some common-sensing about electrical components like this, and is by no means an official answer, I'm just a dude who's working through fixing my mistakes.
