Basically I was entering an entrance ramp onto the Highway and the Driver of the Vehicle in question was in front of me driving slowly. Once we get to the acceleration ramp she's still driving at a slow pace and so I speed up and quickly change 2 lanes to merge unto the highway. I guess she saw what I was doing so she decided to speed up and quickly change lanes as well. I eventually get into the fast lane, and I pass her. A mile later I take my exit to get off the highway and she does as well but she keeps a good distance. I have to make a left and as a I make a left the left turn light turns yellow, I get through easily but she literally guns it to also make the left turn as the turn signal light turns Red. We are now at a 30 mile/hr road and as I slow down to turn into my destination I see her in my rear view mirror position her Phone above her steering wheelin plain sight. She is clearly taking a photo of my license plate. I see her look at my car a little longer as she passes and then shes gone. Is there anyway she can report me to the police and as a result get a citation? Aside from speeding, I didn't cut any one off, I used my turn signals to change lanes, and I didn't run any red lights.? Edit: In Maryland it is illegal to use hand held devices while driving. Wouldn't she be in more trouble seeing how she took a picture of her phone?
